When you recognize a number either from scammer, spammer or telemarketing companies you can put your phone number on National Do Not Call List. If in spite of doing that, you receive the calls, you can request the caller to put your number in their internal do not call list. If after that also you still get such calls, you have a right to sue the other party. But rather than getting into legalities, it would be better to use things like call blockers for land line phones and call blocking apps for the smartphones.

Are the scammers smart enough?

The scammers are very smart. They have information about you and you would surely get surprised when you come to know that they already have an idea about which vehicle you drive and what insurance you are using and so on. If you entertain the caller on the phone with more information it would seriously be bad for you. It would be better to avoid talking to them and put down the phone. Some people get scammed when they hear that they have won the lottery or have got a good job. The scammers would further tempt you by telling that if you pay so and so much money you would get this much in return. If you really do such acts as they say, you would make fool of yourself. Just recognize such phone numbers and be prompt and brief while talking to them.

This will help you to get mentally prepared as to how you have to behave in any particular situation. In the times when everyone is busy it would really be apt to use the call blocking technologies at places where you think that things have gone out of control.
